You can just use Windows 7 SP1 ribbon. It should work well on everything excluding explorer.

Did you replace UIRibbon.dll, or just UIRibbonRes.dll?

You must also replace the Wordpad and Paint with 8102's versions. The Ribbon files must match the Worpad and Paint versions.

This is from around the official Windows 8 Developer Preview build (8102) which has the "File" text on the file dropdown.
Windows 8 beta build 8032's UIRibbon also works perfectly fine on default Paint, Wordpad, and Explorer, and looks the same as it did in Windows 7.

However, in my case when I tried to use Windows 10's Paint and Wordpad with Windows 7 Ribbon it didn't show any icons in the ribbon options so I had to replace them with Windows 7's counterparts.
